Post subject:  Matrix manoeuvres as utilities or utility options

Manoeuvre reform has been discussed elsewhere on SR3R but the matrix selection is lacking with evade detection the only one of much use. Parry and position attack are somewhat lacklustre.

As part of the leaner matrix I suggest eliminating manoeuvres, making evade a utility, merge the Shield utility with parry and dump position attack. The Lock on and Cloak utilities could become utility options.

Well, there are a couple of reasons that most maneuvers are useless in the canon Matrix. First off, Evade Detection is just so much more powerful than the other options that there's no point doing anything other than that or just Attacking. Evade's definitely going to have to be dumbed down a bit. It shouldn't provide guaranteed rounds of concealment, for instance, but a Threshold for IC to detect you.

More fundamentally, though, the reason maneuvering is not generally a compelling choice for canon Matrix combat is how tally and IC work. Per canon, IC auto-targets the decker as soon as a trigger step is reached. There's no way to sneak up on IC, which makes position attack generally useless, and there's generally no way to practically call for help, and thus little point in a delaying tactic like parrying. This is another good reason to have wandering IC and system-wide, rather than decker-specific tally; you get a more flexible setup for combat, opening up different options than "Fight" or "Run".
